Eugene W. Harper, Jr. is a partner in the New York City office of Squire, Sanders & Dempsey L.L.P.,a 500-lawyer firm founded in 1879, with 20 offices here and abroad, including nine in Europe and tow in Asia. He has special expertise in public, project, infrastructure, and municipal finance, as well as privatization. He has been a principal draftsman in a wide array of legislature. Gene has advised clients in many different types of financial transactions and has recently advised several groups seeking charters as charter schools. Including the Coalition of Charter Schools that is facilitated by CEI-PEA.
From 1977 to 1981, he was full-time law professor at the Fordham University School of Law and the Benjamin N. Cardozo School of Law, where he taught public finance, municipal law, constitutional law, property, and land-use planning. He is currently an adjunct professor of legal philosophy at the Fordham Law School.
Gene is on the board of the New York Grand Company, and the Marymount School of New York; and during the 1980's he and his wife, also a lawyer, served as co-presidents of the PTA of P.S. 6-Manhattan and of Project 785, the non-profit fund-raising arm of P.S. 6, which their four children attended. He was a partner of Webster & Sheffield for 10 years and of Mudge Rose Guthrie Alexander & Ferdon for four years. He is a graduate of Fordham College and the University of Virginia School of Law.
